Dude had a prior TERRORISTIC THREAT conviction in Houston, a felony conviction in Jefferson Parish and a couple ASSAULT/BODILY HARM charges.

It is a threat to commit murder of a cops family, Inciting others to do the same and issuing terroristic threats.
They probably checked him out and saw he is a convicted felon and has done this in the past.
BTW, throw away the key is a common saying for give him the full penalty under the law. No judge would hand down anything more than the maximum for a charge.
