Most the time there is a lot of neglect. Outside on a chain, doesnt make sense to have an animal if that's its life. Scraps sometimes, no human contact..just dumb.

Do you feel the same way about people who drink and drive? They're far more dangerous to society, so can we start issuing the death penalty to anyone getting a dwi?
ETA: any dog of any breed that bites anyone (other than a protection situation) should be put down immediately

Well it would greatly reduce DUI recidivism and many highway injuries/deaths at the hands of pathetic losers ... so sounds like a pretty good idea.
