Gary going off that if you are on the transition team that does not exclude you from "getting in the pipeline" for city contracts. Dumbass doesn't know the first thing about the state code of ethics. The IG, and the State Ethics Board seriously need to investigate this chump and his mayor

No. It doesn't...but if the only people that were receiving these contracts were on transition teams and were all right at the limits to avoid audit and/or Council approval...it's going to get looked at.

ESPECIALLY when one of your contract recipients goes off during public comment about EMS contracts that Gavin Long provided justice for Alton Sterling when he killed 3 LEOs.

It most definitely DOES violate state ethics.
Louisiana Code of Governmental Ethics

1113B - Appointed members of boards and commissions are not only prohibited from bidding on or entering into such contracts, subcontracts or transactions under the supervision or jurisdiction of their board, but also being in any way interested in them. Also, the restriction applies to their immediate family members and legal entities in which they or their immediate family members have a substantial economic interest.
