No, but the Feds could have snatched up DK any time he was in town but then they wouldn't have gotten to use all their fun toys and burn a bunch of people alive.

Government fricked up. They could have arrested Koresh an almost any time and they chose a violent invasion

Feds fricked up a bit.
Basically the locals called in ATF after a tip off from a delivery company after a package was opened in front of a driver on delivery.
The local news got in on it while ATF was in surveillance mode. Siege happens, feds repulsed and month long dig in happens. Negotiating is fricked because can't get kids out and didn't take recommendation by others of siege playing into BD beliefs.
During all of this feds picked up audio of members planning to burnout the compound. There's even some infrared showing them light the initial fires.
BD survivors acknowledge that their members started the fires. Accelerant was found on BD clothing. And independent review of tapes and evidence showed no federal agents fired into the building during the gassing out/fire.
Basically the feds were at fault for not knowing how to properly negotiate, desescalate to trap him somewhere else as they initially hoped to grab koresh and lieutenants in Waco proper.

But you're right burning them alive is much better for them. I know most woman would rather be burned alive than raped. Did you think that response through at all?
