How was she able to adopt if she couldn’t prove she was financially able to do so?
My thought as well. She's now a single mom of 2 making $40k/year without supplemental child support
The first clue was that she would not have the coin to even afford the adoption process for one American kid, much less two.

Living with her I’m sure is a much better place than where those two came from so good for her for taking this on. I think people want to criticize her just because, but adoption is a great thing and good for her for pursuing.

The first kid was a student she taught at a low income school. The mom didn't want her kid so she just signed him over to her from what I understand.

It's possible she could have done a private adoption through something like CASA which would keep her costs down significantly.

First, adopting older children, especially those that are more “challenging”, and keeping siblings together is an amazing thing for anyone to do. Those children are better off in her home than in the system even if she needs assistance to raise them. She could have fostered them and received a monthly allowance from the state to help cover some costs but that wouldn’t provide the stability and emotional support those kids might need.
Second, she’s asking private citizens to donate funds for their education. She not asking for tax dollars which they probably qualify for anyway if she can show they are developmentally or educationally behind. I support and private citizen requesting and receiving private donations to meet children’s needs. I always prefer private donations over tax dollars.
Third, by taking these kids in and providing a stable home environment that values education, she is doing society a very real service. Her investment in those kids will likely be the difference between them receiving subsidies over their lifetime or being self-reliant contributors to society.
