They did not design or build it. It was built in the 30's by Huey P Long. The railroad has been there for over 100 years and the road was built below the river level. There are roughly 50 plus locations like this in Louisiana. Water flows to the lowest spot. You live in Louisiana, how is this a shock to you.

Yep, every new development is built in an area that used to hold or absorb lots of rain water.

I have lived here since 1996. This is one of the lowest points in the city. It holds water about 3 times a year when we get heavy rains.

Pumps work fine. When you get 5 inches in two hours and it is one of the lowest spots in the city, it backs up. It's Louisiana, we are just barely above sea level. This should not shock anyone.

No kidding. Jay Grymes said this was unprecedented rain fall in a short period of time. Low lying areas flood when we have flash floods. It is Louisiana, we live at or just above sea level - simple science.

They seldom clean out catch basins, curb inlets, small ditches, etc. and as a result the same amount of rain causes more and more flooding.
They do a better job with the larger creeks and bayous, but our primary waterways haven't been dredged in over 50 years. These rivers lose capacity and the result is more flooding.

Baton Rouge is 56 feet above sea level.

Some parts are over 60 feet but some are much lower.

Baton Rouge is 56 feet above sea level. The continual flooding on this part of an interstate should have been fixed lang ago. It's in front of the Governor's mansion and DOTD. pretty sad situation.

So its flooding in BR and we cant get a drop of rain at my house in south Laffy.
