Good public transportation isn't something you just decide to create and start having one day.

It takes decades of planning to have great public transportation like big big cities have. If you don't have good public transportation now (something other than buses) you may never have it.

It also helps when you have less sprawl.

Dallas public transportation is terrible. Places like NYC and DC are so much better because they're more condensed. New Orleans fits in this category so there's really no good excuse for them.

There's no reason New Orleans shouldn't have built some kind of light rail system (that's not a useless street car) back when they had a population of 600k.
