"Boy Scouts" asking for donations

It seems like every time I hop on the MARTA or hang around downtown ATL - or in other city centers for that matter - a group of "boy scouts" will approach and ask for donations for their pack.
Of course I haven't given in, but is there a chance these are ever legitimate? They never wear uniforms or provide any evidence other than signs.

Boy Scouts don't beg for money. They usually do some sort of fundraiser or sell raffle tickets for something. It's a scam. Ask about the secret handshake.

BSA definitely having money issues overall. Begging for money on a Monday morning seems like a red flag

I'm a volunteer for Cub Scouts in the Atlanta area and I'd be highly suspicious of any scouts just asking for donations out of uniform. We do sell popcorn and accept donations that send popcorn to troops overseas. Could be legit but I personally wouldn't donate to a scout that is not in uniform.

strict rules about how they are allowed to raise money using the scouts name and likeness
that particular troop is not following rules so it could be a scam
any money raised outside of a sanctioned scout fundraiser should at least give a percentage of what is raised to the local scout office

They never flat out beg. In my hood they sometimes wear uniforms when fundraising but the always sell popcorn, just like the girl scouts always sell cookies.
If they just begging, they fake.

Never seen "Scouts" begging for money at street corners or bus stations.
NOLA > ATL or any other urban center, I guess.
Even the inner city football teams that beg for money here, at least wear their jerseys.

I wouldnt trust anyone asking me for money on MARTA much less some kids posing as "Boy Scouts."

That popcorn is such a ridiculous ripoff. The Girl Scouts have their amazing cookies and sell them at a reasonable price. People go crazy for those cookies. The popcorn? It's wwwaaayyyy overpriced, not very good, and isn't something I can only get from them.
The one time I bought a couple bags of popcorn, trying to be a nice guy and support the kids, my jaw almost hit the floor when they told me the price. Of course, it was too late to backout without looking like a complete a-hole but I'll never buy that shite again.
