They knew there would be change orders that would balloon the price but you really never know what's down there until you dig. In Bourbon's case, the streets been there for well over two centuries...whether accounting for NEPA/NHPA compliance concerns (FEDGov to NOLA: If you find a single arrowhead, stop all construction, alert us and then hire an archaeologist to catalog it and devise a plan moving forward to inspect the area for additional historical/cultural/archaeological significance. No, I'm not making that up either) or my hunch that half the utility lines down below the surface are ancient and/or not even documented, the thought that this project would be brought in on budget is laughable.

Now...that change orders are ballooning this much? You can potentially point to Mitch and funnybusiness to support some of it. But the majority is just the nature of what they're doing and where they happen to be doing it at.

This is the correct answer but most on here don't understand how this works. The only real problem is it was let as a maintenance contract instead of advertised bid however even as this it had to be 3 bidders at least invited whether they bid or not. Anyone involved would have known just by the scope of work and the location there would be unforeseen conditions that would drive the cost up so they should have at least been closer on their estimates.

While true, spending that money on BOURBON STREET of all places is odd

But go ahead and call people idiots.

They were idiots for passing up the bid...clearly the bid was $2.2M for the whole 8 blocks and now will turn into $9M. That's how change orders work

Speaking of idiots, did you not even read what he wrote? What I was responding too? LOL

Well I think Boh Bros has sucked enough money out of the city as it is. They are as crooked and rotten as the rest of the city.

I'm agreeing with you, but that's why the city should have smart, ethical people in power to keep businesses from raping the tax payers. Companies will do whatever they can take make a buck, it's the American way, but you need a counter weight for that and it's in the form of smart business people that has the cities/tax payers best interest in mind.

Unfortunately, you're gonna lose the job if you start making too many reasonable assumptions like that.

But I agree that the average person has no idea what all is involved in a construction project like this.

Now, the city is moving block-by-block on Bourbon, providing new cost estimates for each block rather than one bill for the whole project.

That because Mitch doesn't care about the completion of the entire project. He won't be around for that. He just cares about the spotlight. He wants it to appear to the nation that he is doing great things for the city. That's why the construction is on Bourbon street right there. It's the most recognized street in the city. Political posturing.

And what was so bad about the road on Bourbon street to warrant a $9MM investment?!? If they think Bourbon had problems they should take a ride to Lakeview.

It's not odd at all. Mitch picked the most famous street in the city so that when a block or two are finished he can grandstand in front of the cameras on them. By the time he's out of office the money will run out and the construction will hault midblock and just like the statue pedestals we will have another half-assed destroyed looking monuments to Mitch's political aspirations

Didnt he say a couple weeks ago that he'd have no problem raising 18 million in private funds for the Katrina monument water feature he wants on Lee's circle? Go raise that money and use it to clean the quarter you fricking choch.

I posted this in the first thread about this contract being given to Landrieu's cousin. Looks like I was right.

Yea that's been my gripe recently too. If it's that easy to raise millions of dollars for pointless pet projects that don't improve anything in the city then why don't you put forth that same effort for meaningful things? How much have you raised in donation for public education, infrastructure spending, and public safety?

With this type of a "maintenance" project, there are 2 difficulties:
Problem 1

that half the utility lines down below the surface are ancient and/or not even documented,

Problem 2

that change orders are ballooning this much? You can potentially point to Mitch and funnybusiness to support some of it

Mitch also said the statue removal cost would be 600K and be completely covered in private donations. We are over 2 million at this point, won't surprise me if it ends up being 4x the estimate.

2.2 million, well if it's 9 million that's over 4 times... so I guess it's normal for Mitch.

Since it's repair, my guess is the contractor is just doing all the work at regular rates. Given that, 1 million per block, considering all they are doing, seems about right.

They should put up enclosed, elevated police guard towers every other block

And after the streets are done, they're going to go back and do the sidewalks. Keep in mind that the sidewalks on Bourbon St were just done a year ago.

Maybe this is someone that knows nothing about New Orleans, or its politics, and genuinely would like to know.

Could you actually answer the question? Or you just hoping that it sounds true enough to not have to substantiate your claim.

I wonder how many people think that Bourbon street renovations means they are just laying asphalt and repairing curbs. These streets haven't been fully dug up in a hundred years.
