i think the problem is primarily calling it "maintenance" and it being a $10M project more than anything else

SFP, they call it maintenance bc they budgeted for maintenance but ordered a full reconstruction job.

low bid won by friend of the administration to be followed by change orders that triple the amount of a reasonable budget
nothing to see here
problem is that the brain trust over there off Perdido had the contract underbid so badly that it drew outside scrutiny
also, i'm curious how much WBE/DBE is requested for City jobs these days

This doesn't seem too out of line considering all the old structures surrounding it. About 10-12 years ago I was sitting in a Governmental/Non-Profit CPE class, and the instructor threw out a few random facts. For some reason, the one I still remember is that it costs $1 Million, per lane, per mile, for highway/interstate construction. And that's out in the country with no buildings. Redoing an entire 8 block stretch without damaging anything around it I would expect to cost substantially more.

The actual cost isn't the issue here. It is the way the contract was awarded and the BS estimate floated out by the Mayor's office. Couple that with the Mayor's cousin getting the concrete contract, and it stinks worse than a Bourbon street gutter in the August heat.

Frankly, $9m doesn't sound unreasonable at all for what they are having to do. My issue is - why in the hell quote $2.2m when anyone with half a brain could figure out that it's going to cost way more than that?

Yeah, I was just chiming in on actual costs. I live in Alabama, so I've just come to expect that any government contract given out for infrastructure is going to be ripe with shady back room deals, despite the whole Request for Proposal process in place in most municipalities. Also my last job was with a Govt Contractor. All of our stuff was cost + % dictated by the entity we contracted with. We were subject to audits all the time. And the amount awarded could be cancelled at pretty much any time. Hard to make a living that way when your pricing is dictated to you by your customer. I'm going off on a rant now so I'll stop, but everything about the whole process in dealing with a government on any level is going to be at least a little corrupt.

The process is ridiculous, but the cost seems right and the guys actually doing the work are legit.
