Personally, I am not sure whether Texas knows the full extent of the medical unintended consequences of how they brought this bill about- and that is not even including the implications of rule of law issues. I think Texas is about to have a severe decrease in number of OBGYNs as their insurance premiums (already on the higher end of disciplines) are bound to skyrocket to deal with all the frivolous lawsuits which this bill encourages. This will not be likely to improve Texas's already piss poor maternal mortality rate, and if the remaining OBGYNS refuse to do the necessary D&Es after miscarriages due to the threats of these lawsuits, then Texas women are going to end up having to endure a possibly long trip outside the state to get the surgery, often at the risk of becoming septic as the hours tick away.
It would be quite ironic if this law decreases the birth rate due to dead women, medically necessary hysterectomies, and increased infertility secondary to chronic and/or severe uterine infections.
