Executives with Eldorado Resorts, the new parent company of the Belle of Baton Rouge, are considering investment options to upgrade the the gaming facility, Jim Rigot, the Belle’s new general manager, told the Downtown Development District Board of Commissioners this morning.

Rigot, who served as general manager earlier in the decade at Hollywood Casino, says the company is exploring several options, including bringing the casino on land or converting the gambling space into one floor, instead of multiple levels.

He says the decisions are out of his hands, but he’d like to see investments made into every aspect of the Belle, and would support moving the casino on land.

They’ve been talking about that for a while right? I thought they were waiting on land approval and then we’re supposed to completely revamp their area downtown including some of the surrounding areas

100% certain that is unconstitutional under current state law. They’ll have to do some serious lobbying to get that rule changed by the state legislature. The current rules only allow for one land-based casino in New Orleans, and for so many river boats in various locations. New Orleans gets two (one in East Jeff, one in West Jeff), BR now gets 3 (Laberge, Belle, and Hollywood), Lake Charles gets 2 or 3, and Shreveport gets, I believe, 3. There was a push last go around by the governor to take one of the unused licenses from Shreveport and use it to open one on the Tangipahoa River right next to some of his family’s property, but the legislature didn’t bite.

I don’t see there being much support for allowing land based casinos from this legislature. The current casinos won’t want the competition (unless they get to go on land as well), and the Jerry Falwell crowd doesn’t want any expansion of gambling.

Didnt they change the law last year to allow the BR casinos to go to land within 1200 feet of their boats?

I don’t know about the 1200 ‘ rule but they did change the law and were disappointed when the Belle several months ago said they probably wouldn’t consider it. This is News the have hoped for.

1200 is correct

Shreveport actually has 6 casinos as well as a racetrack with slot machines. They were going to close one of them, which they need to, and move it south but it failed. They should all be able to be “land based” now.

For all intents and purposes, they're all land based now. None of them sail. Some aren't even in the water, they're above water.

I remember seeing a casino in MO from a bridge project I was working on. They have (or had) the same kind of "riverboat" bullshite laws LA has. This thing was sitting in a what appeared to be a retention pond slightly larger than the barge the gambling floor was on. It looked like the casino had a small moat around it. How the hell is that substantially different from being built on land?

MS changed their law after Katrina to allow the casinos to move onto land to better protect them from storm surge. I don't remember the exact distance, but its something like 1,500' or so.

L'Auberge in BR is also sitting in a concrete pond, there is dry land between it and the river. I don't know if it is true, but I heard they are required to have a boat captain on duty to conform to some maritime union BS.

Sounds about right. The Treasure Chest probably hasn't sailed in over 20 years, but it floats and has a propulsion system. I'd guess they have to comply with USCG regulations. The ones that sit in pond, I'm not sure about, but I wouldn't doubt it.
