Emergency powers for the health and safety of their citizens. Situations like major weather events are what these powers are intended to address; however, executive governments at the state and local levels have used Covid as a seemingly perpetual basis for exercising this authority.

Such as a hurricane or earthquake that resulted in widespread damage, ongoing rescue efforts, evacuations, and looting.

A little winter weather is a big inconvenience for a lot of people and power outages can be dangerous, but it’s not an emergency that requires her involvement.

Anybody been outside in twenty-something degree weather lately?

The bad folks in BR ain’t going out into that weather.

Criminals in BR are stupid and lazy, but generally not crazy.

So your plan would be to own and maintain enough trucks to salt all the roads and keep salt stored for something that happens once a decade.
