But, you'd think if they would start going after and nailing people here and there, it would start making people think twice about doing this stuff.

From what I see now, it seems like there is really just no deterrent at all and the onus is all on the private companies to try to prevent it.

There is a large cyber crime investigation contingent.

Truth is that it is very hard to prove. They have names and locations of groups, but they doesn't mean a ton. Counterintelligence is what they have. And going after groups can expose methods used to find these people/software.

I'd say pretty much, yes, a private company should be willing to pay the costs for protecting itself and not relying on government resources. The most important things IMO are a cyber insurance policy, a modern firewall that can prevent attacks in real time, and a modern anti-virus/edr solution that works not only on signatures but on behaviors as well. The so called multi layered approach. Yes it's going to cost some money upfront, but the costs of not only recovering from an attack but maybe even moreso, the long term reputation hit will cost far more than the capital layout.

I'd also agree with what the previous poster mentioned - the toughest part is attribution, or proving who actually performed the attack. It's quite easy to hop through multiple servers, use VPNs, and the TOR network to hide network activity. If the attacker exercises basic operational security, they're likely not going to get caught.

And the workarounds to find them are illegal, or at least illegal if you plan to charge someone.

yep. It has a handful of exit nodes of which the government owns 90% of

By the way, it started as a US Navy project, so it’s not like it started off truly anonymous or anything.

Besides, user layer traffic which isn’t hidden by TOR network fundamentals can still be tracked (things like user-agents, browsing habits)
