Banning the phone from the bathroom at work

I think it's time to enact this policy where I work.
I have about a dozen guys that work for me. Older dudes no issue. But the handful of young guys (under 35) disappear for 30 minutes twice a day and they are camped out on the shitter. I get sometimes they may have the beer shits or ate something. But it's consistent every single day.

Better than 15 minute smoke breaks every hour
ETA: also, how will you go about enacting this “rule”? Spend the entire day outside the bathroom holding onto their phones as they enter? That seems real productive. Or walk in occasionally and look in the stalls to see if they are on their phone?

If they are salaried and get their work done then who cares, if they are not in a customer on site role.
If they don’t then fire them.
This policy seems like it would open a can of legal worms you don’t want to deal with not to mention enforcement issues.
