I think it's more to do with the frequency of drug testing now compared to back then.

Good point, this only happens to babies whose mother's introduced illegal drugs into their system, that never happens with substances that are legal like alcohol.

Everybody that has ever worked for the government has always complained about not having enough money to do anything. Reality is they don't do what they can with the money they have
