That is not an accurate statement unless it is limited to a particular jurisdiction.
For example I live in a permissive user state which means if I allow my neighbor to drive my vehicle then my insurance is the primary and he is covered just like I would be with the same liability limits but in my state there are some limits on stacking UM and UIM coverage. Some states allow insurance carriers to limit liability coverage for permissive use and some states allow carriers to not cover any drivers outside of stated drivers on the policy, these are states where coverage generally follows the driver. There are also lots if nuance around liability stacking.
This is a question that lawyers would typically respond to by saying "that depends" people often think it is because lawyers are stupid etc but it is because you need far more information and possibly some research in multi-jurisdictional situations to form a correct answer.
Giving legal advice is a minefield for an attorney doing it as a layperson is like giving my Basset a #3 handle, #10 blade and a copy of Gray's Anatomy and telling her to do a splenectomy on a homeless person.

This is a big issue with auto insurance. They will not let you insure yourself so that any vehicle you drive is covered unless you are an auto dealer. If this were not the case I'd have gladly insured my children. They want you to insure the vehicle so that parked vehicles must maintain insurance while being registered even if not driven. Its definitely doable to not insure the driver, I own 7 vehicles 4 for my business. Only listed drivers are my wife and myself. My two children were never listed as drivers and didnt have problems. I probably saved 65000 by not listing them the last 13 yrs. Both had long college time, one is still driving a vehicle I own but I pay the insurance. More than one attorney and insurance agent specifically admitted that if not excluded from your policy any licensed driver is covered with permission to drive the vehicle in this state of Louisiana.

I have a 19 yr old with 2 at fault accidents, 16 yr old and then wife and me. 3 vehicles that are failrly old. 50/100/50 500/500 coverage. I had to split up between companies but was quoted $12000 for the year by state farm for all 3 vehicles. Progressive was $9000. I moved around between 2 other companies and got $6700 but even at that its robbery. Who can afford this right now?? This is not sustainable along with homeowners going up another 50% at the same time

I was dreading adding our son 9 years ago but at the end of the day it wasn't that much more outside of adding the 4th vehicle....around $1200 a year or like you said $100 a month. It used to be that girls were slightly cheaper to insure than boys - that is probably not so now. Our daughter will be 15 in February - between Helene claim and her turning 15 I am dreading it LOL.

I live in Louisiana. That’s how it works here, where it sounds like the OPs daughter will live and his car will be registered.
In my example his car will serve as a temporary substitute for mine and it will be furnished for my regular use. Same would apply if I rented a car to use while mine was withdrawn from use. That’s why my insurance would be primary in that example.
I’m not giving legal advise I’m telling him how the auto policy would apply.

My dad borrowed one of our vehicles once and was involved in a multiple car rear ending during a rain storm. He was about the 3rd of 7 and was driven into the car ahead of him by the car behind him. The best I remember no one was ticketed and there wasn't much damage to anyone's vehicle. He was not on our policy and had insurance of his own....which made a HUGE difference. We were named in a lawsuit as the owner of the vehicle and he was as well as the driver. It didn't cost us anything, it was settled for around $10K all in and his insurance, as far as I know, paid it....ours did not for certain. Our insurance agent told us, however, had he not had insurance separate from ours that ours would have paid it....which means had it been more serious there is a good chance it could have cost us a PILE of money....doing what is being suggested is technically "legal" but technically legal means very little in civil litigation IF you have assets or wealth than can be at risk. You can be well withing legal compliance and still be exposed to some serious financial risk - if you have assets or wealth. If you do not having insurance is merely a legal obligation, you can't get blood from a turnip - but you can get blood from a blood bank no matter how legally compliant you are. This is also true of coverage limits...many people have been forced into bankruptcy even with piles of coverage. Its all about risk management.

The fourth vehicle was the main factor.....for some reason 4 is, in our case, seen as more risk than 3 on one and one on a separate policy. We have actually had other carriers tell us they could not insure us due to the 4th vehicle. Almost exactly the same risk, for all intents and purposes, at $3K a year less. Very happy our agent found this savings....did have to ask why it took so long....

Most people know this but it is very frustrating to do but shopping insurance at least every couple of years is a good idea. It ain't easy but most people can save some substantial cash doing it. We just recently asked our current agent to look at ours and saved $3K a year. Same carrier, same coverages and limits - 2 polices instead of one covering 4 vehicles and changing the list of drivers around. Its a good idea to shop it around.

Was a USAA member since '88. Dropped that crap 3-4 years ago for State Farm. Way better coverage, 1 mil umbrella for $150 less than I was paying for USAA for less coverage and no umbrella.
Also, I have a local agent I can text whenever. No phone system to work thru.

USAA saved me a shite ton when I added my teen boys. I was with Safeco and was getting robbed.
But in Georgia, they show each family member with a vehicle, but every family member on the policy has to be covered on ALL vehicles. So it's not like you're going to save money buying them an old beater and only insuring them on that and not on your wife's new 100k suv.
I don't know why I never really considered USAA before, but it cut my auto ins in half.

Every time I called to add a vehicle, I was asked how many drivers we had in the household. At those times, I had daughters that were licensed. I guess I could have lied but it seems dishonest. If the conversation was recorded and an accident happened, they could easily tell by her license issue date that I had lied.
One daughter wrecked her car 5 days after I added it to insurance. They would have found out quick about her.

I just did this yesterday.
I called my agent and said, "I just bought a new car for my son. We need to add it to our insurance".
She said, "check your email. I just sent you a copy of his proof of insurance."

I had Progressive on my son and he backed into a vehicle in our driveway. They tripled the cost after that. I switched to Geico and got more coverage and cheaper than what I was paying Progressive to begin with.
