Not really. ISDs are basically government entities. They operate the same way.

I can't control how they adjust their clothes when I'm not around, so I teach them what is appropriate and hope for the best.

But when using to suggest who is in charge of dress code, it isn’t the same. The state is not telling districts what to wear.
