It's a bit more than that. Wealthy developers in Austin tried to get the A&M College and Prairie View A&M shut down and converted to an asylum and a prison. When Governor Ross blocked them, they got the power and water cut off the campus. That resulted in the infamous encounter on the Senate floor when Ross knocked out the primary instigator with one punch, then asked who was next. He was instrumental in making Prairie View accessible and even tried unsuccessfully to allow women students.
