This project has been in the works for a while but was announced February 5th, 2019
10B LNG port for Sabine Pass
The company on Tuesday said the project will create about 9,000 construction jobs over the five-year construction period and more than 200 permanent jobs once the facility opens. If the project gets under way by the first quarter, as projected, Golden Pass thinks the terminal will be open by 2024.
Jim Rich, executive director of the Southeast Texas Economic Development Foundation, said the Golden Pass announcement, along with similar projects nearby, will mean a new industry for the area to adapt to and grow around.
"Its huge for the area because we become the center of LNG distribution and storage," Rich said. "That brings ship traffic and a need to train our workforce to do different things. This is something new, the beginning of a new kind of industry."
Sempra Energy, which announced it was a step closer to an LNG facility in Port Arthur, is also constructing a facility in Hackberry, La., just across the border.
Exxon Mobil is including the Golden Pass project in its $50 billion Growing the Gulf initiative, which aims to expand manufacturing and add 45,000 U.S. jobs over the next five years.

Negative.
I'm not a huge fan of ITEP. But Louisiana stays poor because we don't have many high-paying jobs here.
These huge plants are capital-intensive. Make a billion dollar investment, 100 jobs. What other lines of work would companies spend a billion in fixed assets and only hire 100 people to handle it?
Much of LA is rural, which is poor anywhere you go. And in the cities, many of the people have low-education, low-wage service economy jobs.
We have got to fix the education system, K-12, 2 and 4 year colleges. All of it. You fix that, the rest of the stuff will take care of itself.

There has to be a reason why a new industry would choose New Orleans/Baton Rouge over Houston or Dallas or Nashville or Birmingham or Atlanta. And by reason, I mean something that would really benefit the company and give reason enough for the move.
A good place to start would be the corporate offices for these companies that locate plants here in LA. It's not a new industry per se, but try to get the XOMs, the Valeros, the Air Liquides, etc, to locate more of their corporate and professional functions here in LA.

It's a great idea, but I think we would have to throw some additional major tax incentives at them to make it happen.
Hell, we can't even keep most of the corporate jobs for Raisin Cane's to stay here.

I think there is a little more to do than tax incentives. Education or lack thereof and infrastructure
Did Raisin Canes state why they moved their headquarters?

I believe Dallas is a restaurant center. I think it is easier to find management there. Plus, I think it is hard to get management types to move here/stay here once moved.

We tried that with Albemarle. They got out as fast as they could.

BATON ROUGE, La., Aug. 25, 2015 /PRNewswire/ -- Albemarle Corporation (NYSE: ALB), announced today that it will relocate its corporate headquarters and its Performance Chemicals business from Baton Rouge, La. to Charlotte, N.C. In addition, it will relocate Baton Rouge employees in its Refining Solutions business to its existing Clear Lake, Texas office. Approximately 120 of the company's employees will be relocated to Charlotte and Clear Lake, with the majority of the relocations expected to take place in June 2016.

I just read from 2008 to 2015. Was there a 10 year limit on exemptions and got out before the clock started ticking?
