And they don't expel kids, no matter what (well it has to be really bad) until a certain date. They have to submit a total number of kids on free lunch by a certain date. Tosh, IIRC.
I'd like to see more from this study. Significantly more students are taking the SAT/ACT as college entrance is more feasible than ever, so it makes sense that SAT scores could decline on average.
Your average student in 1996 wasn't going to college, so he wasn't taking the SAT/ACT. Things have changed, so more average students taking those tests would account for the decrease in the overall average.
Additionally, I'd like to see more about the grade inflation data for private schools vs the SAT scores for private schools.

Although you can make a solid argument for founder, it seems flounder fits better here. Founder is a fail, it has an absolute with it. Translating it , "but SAT scores fail". Flounder is a struggle, "but SAT scores struggle"

And yes, this is the biggest problem. That is all that matters to the administration. Forget applying material so that the students can have hands on learning experiences or having to work on anything that makes them have to figure it out, its about giving them material and making sure they remember it for the test at the end of the year.
This is a question I just thought about, but what is more valuable to the student? Having really good grades each 9 weeks or having a high score on these test? In other words, what if a student has really good grades throughout the year, but fails miserably on the test they all have to take?

I knew as a verb it meant "to fail". Which doesn't make sense. Flounder does. I sure did think is was a typo because founder still doesn't make sense...but add a letter and it actually does.
Look, I get why you guys thought it meant "to sink" outside of the context of a ship. With Louisiana and boats and all...but it doesn't.

Because schools teach to the State Exams, not the SATs.

Writing Exam is dumb and I agree they place too much emphasis on state testing.
