The Coast Guard boarded my boat a few years ago. I was nice about everything, but asked them how that search squared w/ the 4th amendment. Their answer was something about statutes on the books that are different than what could be done on land.
They had no real answer, but there was no way I was going to push the issue.

because courts ruled that legally, it was the same thing as a DUI checkpoint and under that pretense do safety equipt and DUI tests without any cause other then random selection hoping to get lucky
