Bumping my pics from the 3rd murder scene. Saw the guy laying there toes up earlier in the day with police marking off evidence everywhere. You can see he had made a pallet to sleep on. Pretty cowardly thing to kill people in their sleep.
Later that day his bloody belongings were still there and the police were gone. Thought it was weird they weren't even bagged for evidence.

I think they mean they should go to the shelters if they can. The often choose not to sleep in shelters for a variety of reasons.

They don't allow people to stay if they're drunk or high and they can't drink/do drugs at the shelter so that weeds out most bums.
