I'm sure I don't need to tell the OT this, but if trapped in a car filling with water, you should spend 100% of your time and effort on calmly deciding and executing an exit...
and 0% of your time/brainpower on calling 911.

The 911 Operator was on her last day on the job. She DGAF and someone died. Sheriff’s Department is circling the wagons so nothing will happen.

Listening to it, I didn't think it was a dickhead response. It was a question she really couldn't answer. But just reading it it does come off like a smartass answer.

Legally she did nothing wrong. She just comes across as a shitty person with the tone deaf and back handed comments to a woman who is moments away from dying.
I don't think the dispatcher realized the severity of the situation, although they are suppose to take every call/situation as a life threatening/urgent situation. It took a long time for the rescue crew to locate and get to the victim.

I just listened to entire call and watched the entire body cam video (x5speed in middle where nothing happened). Main issues:
1) Victim couldn’t give exact location BUT clearly stated multiple times she was on back left side behind the apartments where the road came to a dead end and was surrounded by trees. The information was not given to authorities promptly or it wasn’t clear because it wasn’t until the end of the video that police and FD figured out that’s where she was.
2) People living in the apartments had also placed a call telling authorities where she was and what was happening and helped them find her eventually. Right where the victim said she was.
3) It’s believable that she didn’t realize the water had risen or was moving bc it was very dark and she wasn’t familiar with the area.
4) Dispatcher was rude but victim was talking nonstop and dispatcher couldn’t hear to communicate with rescue workers effectively.
5) Debbie needed to shut up. I know she was scared but she wouldn’t be quiet long enough to clearly hear and answer dispatcher’s questions or allow dispatcher to communicate with rescue workers.
6) Dispatcher probably didn’t realize the severity of danger and didn’t escalate the call in time.
7) It took an absurd amount of time for them to find her given the victim and witness descriptions of where she was.

You’re joking right. She’s a fricking 911 dispatcher. The reason people call that number is due to severe situations. Every call she answers a call should be treated as a life or death situation.

I think she got that it was serious - rescue workers got there within 12 minutes. I think she considered this like the other many calls they were getting that night and not immediately life threatening. She should have. I think the dispatcher is is piece of shite, fwiw.

911 operators receive tons of shite calls, its no excuse to not treat every one with urgency but that just happens over time, its human nature. I had to call 911 once for a wreck in rural Mississippi, it was a shite show and I was calm and knew where I was so I can only imagine how it'd have been with a panicking person.

how was she on the phone for 5 minutes and couldn't open the door or window? her inside lights were on, so there wasn't an electrical failure. this is crazy to me, she's worried about her new phone. how about get out of the car and walk to safety.

She couldn’t swim and the water was moving the car. Water was up to her windows when she called. She was actually in a flooded ditch in back of property.

I had a friend who worked in IT and his office was in the same building as 911. Working on maps or something was part of his job so he would work with the operators from time to time.
The majority of the calls they received was frivolous calls. I am talking about old people calling because whoever takes their garbage out forgot to do it and wanted to know if they could send a policeman over to take out her trash.
People would call in their complaints into 911. They really do get a lot of BS calls.

Just a thought to keep in the back of your mind, if you are ever in a situation like this and can't direct emergency workers to your location you are talking to the 911 operator on a device that can locate your position to 4 decimal places of longitude and latitude. While the accuracy isn't perfect it will get them within a flashlight beam of you and is more accurate than a ping in most places.
A further thought for the day, should our phones transmit our address and long/lat when we dial 911? It may have been that the lady had the key to her survival literally in the palm of her hand.
