He is seeing what kind of concessions he can get in negotiations, in particular with buffers against NATO expansion, etc.
He wants to see just how weak POTATUS is.
If we give up too much he will get increasingly bold for the next 3 years and that might lead to an actual takeover of Ukraine or other former Bloc countries.
