Drug companies don't care how old their customer's are. They're in it for the money. If they could sell it to babies they would.
Speaking of babies and Viagra... Around 2005 I had lunch with a lady from my hometown who'd moved to Dallas. Her sophomore in high school son called and then came by the restaurant. He was getting some Viagra from her for some of his buddies. Apparently she had access to it, was selling it out of her trunk and high school kids were using it.
Haven't seen her or her son since, but he the kid ended up being a decent RB at one of the Mesquite schools by his senior year.
