Period correct antique vehicles have different criteria than modern production vehicles to make them street legal. The short answer is probably "yes". If you build a street rod from scratch you have to bring it to your local State Police Troop and have them certify it OK for use on the street and assign and physically place a VIN on the home-built vehicle.

Pretty much anything can be street legal if it has the proper stuff to be legal... front lights, rear lights, etc.

I have a 46 year old street legal car with lap seat belts only. If your waist is bigger than 34" the seat belt won't buckle.

I had three point belts put in my CJ when I had it. Was going to drive on the interstate so I wanted something a little more than the old lap belts.

It so happens I saw one of them last night in downtown Arlington. The baw clearly wasn't worried so I'm guessing it's okay.

The rules are a little more in depth, but basically the vehicle needs only the safety equipment it was manufactured with. May not include seatbelts, windows, or even doors.
For instance, my jeep doesn't need doors (needs the side mirrors) or the windshield up to get an inspection sticker. Of course the stations don't know that so it is easier just to put everything on.

Will you get stopped if you take your doors off and don't put side mirrors?

I know I can be ticketed. Not sure if it allows for enough to warrant a traffic stop, but I would assume so.
