That's his mother who passed away. Story is the guy snapped after she died and hit the drugs pretty hard. Now his brother wants him out the house so they can sell it. This is why he's losing his shite, destroying the house.
On top of already being crazy, this situation has brought him to the forefront.

I'm not sure we are getting the correct information. His dad died in 2014. His mom got her one-half interest in the home and he along with his other 2 brothers got the other one-half.
His mom dies in 2020. They open a succession and his other 2 siblings sell their interest in the home to him in 2021. He has a mortgage on the house of approx $175k. He is the sole owner of the property.
Now the really weird part is looking at his mom's will- this dude is the only true child of his parents marriage. His 2 other brothers were adopted. Doesn't matter in the eyes of the law- adopted or not they are legal heirs. I don't know if they adopted the first 2 boys and then had Scott- I can't see their dates of birth.
All I can tell is that he got the house when he bought out the other siblings.
Now Scott- he has some things going on in his personal life. He has been arrested several times for drug possession (cocaine), burglary, drug paraphernalia, theft of goods, bank fraud, unauthorized use of motor vehicle. He usually pleads out to these infractions.
He lived with a woman for a short time and she also has several run ins with the law- failure to pay credit card bills and she also has several TROs against her- former boyfriend and a neighbor both filed against her.
His girlfriend filed a TRO against him in early 2020 but it was dismissed due to the petition "filed frivolously". She still owes the court costs on this bs TRO filing.

Did the cops bring a helicopter? Because there was one orbiting in this general area for about 45 minutes. (I'm between Cleary and Causeway, north side of I-10)

I'm really surprised this didn't happen earlier.
Earlier yesterday he had stuff in front of his neighbor's house, on his lawn. Since then it's now gown. I guess the neighbor wasn't having any of it.

All of Jefferson Parish records are available online. You can look up all civil, criminal and property info online.
He has a history with drugs. Seems like he will get clean and then fall off the wagon.
It does appear that the adopted brothers were adopted before he was born.
Addiction and Mental Illness is tough, man. While I am completely entertained by this situation, its actually quite sad.
I hope his brothers can get him help before this escalates.

We had a neighbor go down a similar road. Bi-polar that quit taking his meds cold turkey. He put fence panels in his tree, stood in his front yard shattering a large mirror into a million pieces with a hammer, knocked down the brick mailbox his neighbor built with their mailboxes in it then piled the bricks up in front of his house and just crudely put the metal mailbox on top of the bricks. He spray painted the mailbox a different color every day. He piled up limbs in front of his house and hid a dead deer under one of the piles so it smelt like death.
He had his cars repossessed and got fired from his job at Lockheed.
Before his truck was repossessed, he decided to move the neighbors card about a yard forward in the street by putting his bumper on the neighbors car and floored it. The neighbors caught it on camera.
All in all it took about 8 months with the cops showing up 4 times a week on average before the guy was admitted to a mental health facility.
It was scary, funny and sad all at the same time. My suggestion is don't poke the bear. You never know how far down he's going to go. One day he was out front racking his shotgun (empty) while kids were outside one day. Never know when they're going to decide to chamber it and pull the trigger.
ETA, the real fun part was when he got admitted, his son took over the house and he had all kinds of women around. One day there was this top heavy good looking chick out front in about as skimpy of a bikini as you could find that barely covered all the goods. I didn't mind that so much but I wouldn't touch any of them with a 10 foot pole. The apple didn't fall from the tree with dad and no telling what kinds of crazy was coming in and out.

I'm sure they've tried. There isn't anything you can do to enter someone for drug or psychiatric treatment if they won't submit willingly. You can file a request with law enforcement for a wellness check but often they just talk to the individual and if they can communicate back then they can't really take the individual for treatment.
