It's not an issue if either:

A) It's over 10 years old, or
B) It was resolved via pre-trial diversion (Article 894 in Louisiana)
C) It was expunged

They have access to the FBI database, not the state or local ones - as a result you should bring your paperwork in case (for instance) your expungement never made it to the Federal level.

They also will not inquire about criminal background at the primary control point (Passport line at the Airport, or the booth when driving). However, if you get pulled aside for secondary screening it will come up.

If it's a conviction < 5 years - no chance to get in
If it's a conviction >5 and less 10 years ago - you have to apply for "rehabilitation" (I.e. give the Canadian government money).

Hell its a ton of paperwork and total PITA just to go up there for work with a clean record and all kind of stamps in passport.
