If you live in a highly populated area, meetup.com could be helpful. I live in NYC so there's thousands of groups.
You could join an adults sports league.
You could try volunteering in your community and meeting people that way. They're pretty much always nice, responsible people who are willing to get out of the house and do something for other people. They're usually willing to go out and have fun too. They won't just be lazy and sit around.

I'm in the same boat. All they ever want to do it sit at home, and think of something to do. I suggest different stuff, and they always end up going to Radio bar and sitting there.

I was studying commerce, and some legal stuff
had to take that class to go further
funny thing is, the commerce wasn't as good as life authorship and the people participating

I second this. I'm a member of a few different meetup groups. The one I'm most active in is one that is for women my age in Scottsdale looking to hang out. We go do happy hours, brunches, girls night outs, hiking, etc, together. Met many women through that group that are actually cool to hang out with. Although if OP is in college...should be pretty easy to meet other people your age with shared interests as you.
It's after college that making new friends gets more challenging. If you are lucky, you work with people that are cool and you don't mind hanging out with outside of work. If not...then it gets more challenging.
