I have had some more time to process this and here are my thoughts:
1) The camera woman is not getting enough credit for doing a fantastic job from what seems like a safe distance. Without the video, this wouldn't have even really been a story and maybe charges wouldn't stick later (like they will now because of public outrage).
2) I think we need to build a statue in Mandeville of the Senior Gentleman (or maybe even in Slidell where the Casino was slated to go). He 100% knew he was physically outmatched but like others have mentioned - he stepped up anyways and was not going to let this man verbally abuse/bully the women.

Blocking somebody in, then acting like a complete dickhead when confronted is not normal behavior. The correct and normal response is to tell the person, "Excuse me," then circle around the lot, then move back to where you were in the fire lane.
I'm willing to bet the wife came up with the "PTSD" angle. Richie is a narcissist, and such people do not exist without enablers. It's obvious he has gotten away with a lot in his life. He needs to be shown no mercy.

As for the PTSD piece, it very well may be accurate, but part of having PTSD is owning your shite, not using it as a crutch. If this was a legit PTSD episode, he needs to face the consequences willingly.

You do these things and you are pretty much guaranteed to get SGT/CPT.
