If you can't find Kroll, Liquid Wrench is our go to penetrating oil. (WD 40 for lubricating, but Liquid Wrench for corrosion problems)

1) Have a friend come over to help you jack up the fuel cap

2) Drive a new mover under it

3) Tighten fuel cap

4) Mow

bullshite, we're probably talking a 5/8" or larger fine thread gr.8 bolt...if you manage to twist the head off,your a fricking beast and should just trash the lawnmower and get a new one.
Borrow a heavy duty impact,electric or air,and it will come off.

this if all else fails. After you grind off the bolt head it will relieve the tension on the threads and should spin right out with pliers or even by hand.

Though before you go having to find a replacement bolt, try finding an impact wrench to remove original bolt and avoid all that.

These also come in handy when an air compressor isn’t available. You can pick one up from harbor freight for cheap. Put socket on impact wrench and whack it with a hammer

Heat wrench. Or if you don't want to ruin it. Get a pipe on that ratchet, and coerce it.

Did you try a breaker bar? If you did, add a longer pipe for added leverage. Leverage will either loosen it or break the head guaranteed.

If you try a small torch, obviously make sure you remove the deck far from the mower and any other flamable stuff.

Didn't read entire thread, but could it be left-handed threads, so the blade doesn't spin off while running?

That's why I always put a drop of oil on mine when I sharpen my blades. In fact it's something I practice on all nuts I remove/put back on something.
