I read your whole post and I am shocked at the level of craziness of your neighbor. I don't really have any words of advice other than to say you and your family should NOT have to deal with harassment every time you step foot out of your house. I hope that you contact the police and that it somehow makes this situation better for your family.

Like others have said start documenting everything. Maybe even put up a camera or two to catch what is going on. It sounds like things are happening pretty frequent so it should not take long to gather enough evidence to lawyer up and tattoo that arse.

I'd keep a log of what she does, and I'd put some sort of camera on the side of the house with a notice making sure she knows she's being filmed.
