why do they need another GD study? I can google this shite in under 10 minutes and save 39K. The Metro Council has to either be some of the most laziest or stupidest people around.....maybe both

Broome is incapable of making a decision without hiring a consulting firm to conduct a study. This is the level of incompetence we're dealing with. While it's true that BRPD officers are way underpaid for the crap they have to deal with daily, Broome herself is largely responsible for the poor morale.
