That happened Friday bruh, supposedly they found PCP in his car and he was under the influence. Shitty police work but not racist murder.

What difference does PCP make? What move did he make that was threatening?
No one can prove racism in any situation, basically, unless the person shouts the N word while engaging in a violent act. But, that doesn't mean it isn't there.
