You have overdosed on Hollywood and have under-dosed on reality.
Can you imagine how this would actually play out in real life? Good luck training the average officer to aim for a gas pedal foot on a driver of a vehicle that has decided to run their arse over with said car.
Would you be willing to have a go at that? Would you agree to stand in front of a vehicle driven by me and you are armed with a paintball gun. If you successfully dive out of the way and shoot me in my gas pedal foot, you win. I win if I run your arse over in my car. Deal? If not, what about that seems unfair to you?

Not necessarily..... So many things have been upgraded to a felony that every citizen unknowingly commits felonies. A felony warrant does not mean a suspect is dangerous. Most felonies are non-violent victimless crimes.
ETA.... not saying this applied in this case but just that serving felony warrants are actually just another apprehension unless the warrant is for a violent offense.

That's good, if you ignore the suspect's lengthy record. You can't do that, and the "appropriate amount of firepower" for a person like this dead guy, with his record, will always be "alot".

Felony warrants are mostly served for non-violent victimless crimes so they are just another apprehension unless the warrant is for a violent crime or for a subject with a violent criminal record.
