How?
Step one: Pick up phone
Step two: Dial up man/biz you owe money to
Step three: "Hey X, yall did work for me Y time ago and id like to settle up, can yall send me an invoice, my address is Z"
Step four: Pay for the work

You’d really send someone a check for 25k without actual significant communication before? I sure as hell wouldn’t. How do we know the company is even still there/structured the same as before.
I’m not saying don’t pay but you bet your arse I’m getting an actual invoice from the people who did the work before I’m just sending out money haphazardly.

We waited about 3-4 months before reaching out to a local A/C guy that never sent an $11K bill. If it was a few hundred bucks, I wouldn’t worry too much about. Over say $5K or so, I’m reaching out before the 1 year period. But even then, I’m not beating their door down to send me an invoice. I’ll ask 1-2 times, then it’s on them.

So much money lost every year due to bad clerical work.
This is the honest truth….small contractors have a terrible time handling their billing. I have gotten to where I typically spend the month of December requesting and paying invoices for services rendered through the year. I want a clean break every calendar year.

That's fair.

Not me personally, but company i work for deals with a lot of small business trucking companies. It takes some of them almost two years to invoice us if at all. We have a freight accrual pickup on our books every December because of it when we write off all of the non invoiced freight charges that we've been accruing for two plus years.

Maybe the dumbest thing I’ll read all day

Not a bad person. Assuming you are a small business, I’m sure you have more important things to do than begging your vendors to invoice you so you can send them money. Especially if it is a small business that you owe, definitely should call them up now that you noticed you had not paid them.
In larger companies you would be shocked how much of a struggle it is to get vendors to invoice you timely. At some point you get tired of accruing the same payable every frigging month because the vendor won’t send you an invoice to pay.

Of course.
OP can't even claim the expense w/o the invoice.
Some people are ethical and successful and some people aren't.

Yes, we have posters here saying mail an approximate amount to a vendor you haven’t heard from in a year, but I’m the stupid one

I sometimes forget to invoice people or deposit checks. I'm bad at it.

They are typically the worst.
Slow-pay, needy, but no budget...
They stay small for a reason.
Still not an excuse to not pay due to an oversight.

How much should he pay? Who and how should he pay?

He should've reached out 11 months ago.
There's really no other right answer.

You should've reached out for an invoice.
