There's no shot in hell of New Orleans getting this facility at all. With that said if we were living in the twilight zone and they did choose New Orleans, I will say there are plenty of other options for people to live other than in the city itself. You have Jefferson Parish, the Northshore, St. John parish, St. Charles.
Furthermore, why would the facility even need to be located in the city? There are other places in the Greater NO area to put it. Plenty of land in St. Tammany.

They are going to look at places where there is less probability of natural disasters. Nola has very low chance.

1) Shipping access
2) Railway access
3) Plenty room for major airport
4) Water view property out the arse
5) I10 access

They are going to want to be somewhere with solid public transportation. These educated high income people aren't going to want to live in the suburbs and drive minivans to work

I would think Amazon would be looking for the following:
1) Easily accessible airport hub with unlimited shipping options.
2) A city with a low risk of natural disasters.
3) Workforce with above average intelligence.
4) Affordable housing.
5) Decent public education.
Can New Orleans check off anything on that list?

This isn't the 1850's. New Orleans isn't as important as Cleveland, Columbus, Cincinnati. Wake up and smell the coffee. Other than tourism (and I guess the port to some degree), New Orleans "industry" ceases to exist. It's an after thought. New Orleans is more comparable to Savannah than a major city.
