I know, but I truly believe the govt. can probably track phones that have any sort of battery charge left in them at all, on or off.

This smells and sounds like a cover story for a human intelligence asset. More likely we have some kind of informant and this selfie crap is intended to throw off the scent so they don't get hunted down and beheaded.
