Horizontal fences are nothing new. When I grew up in the 50's, most wood fences were horizontal and the boards used were very wide----2x8 or better with angles on the top and bottom edges for the next board to overlap a bit and there would be no way to see through the fence since there were no gaps between the boards.

Odds on any horizontal use of wood lasting water standing on the long cut surfaces are pretty poor.
Heaven help your pocketbook if your HOA requires perfect maintenance (look to replace wood every five years or so.)
Painted wood? We've found our not-pine started failing about seven to ten years depending on exposure.

The horizontal wood fences are great if you have a mid century modern or contemporary house. These style of houses usually emphasize horizontal lines and so the fence goes with that. But a well done vertical wood fence works with most any style. I prefer a board on board design for vertical wood fences.
