Nope, as a landlord I been through this before on properties I have with no fences in country areas.
You either tie in the fence to the property line or no fence bottom line. If the property is small in a trailer park of subdivision. Rural properties is different and if they have a small dog or children they can put up a smaller fence.
At the end of the day most people from my experience try to put up a fence and do a crappy job. They leave and I have to clean up the mess.

I agree. That is pretty common and a reasonable solution. There is no need for B's fence to physically tie into A's fence.

After our fence was knocked down in the storm, the guy behind me offered to rebuild it if I bought 2x4s and 4x4s. He had the boards and labor.
Posts went in well, but then, not a single 2x4 is butted up at the post, he used clips to keep boards together. When I always used 8' spans and never had joints not on a 4x4.
Well years later it's looking like crap.
Now I want ownership of the fence back and want to rebuild, but he don't want to put up anything.
So, I rebuilt the other three fences and am holding off on this one, but over the years I've had to add four posts and other repairs. I am about to just build a new fence on re other side of his since the posts are good. Everyone says it's crazy to have studs and boards in each side, but I think it'll look better.
What holds me back is outs 120'

I dont get the rationale here.. Resident B is currently using the back side of Resident A's fence by default, why would resident A want to deny that if Resident B builds more fencing elsewhere?... Resident B should not technically "tie in" but build his 3 sided fence .25" from Resident A's fence , problem solved.

No he doesn't. It's on the landlord's property, it's owned by the landlord. It was installed and paid for by resident A but it was donated to the landlord the second it was installed.
Rule #1 of renting: Don't rent

Do they rent the space their trailers occupy? Or do they rent a certain amount of land around that space as well?
The land is yours, so decisions are yours, unless they are renting that certain amount of land....unless law in Louisiana is different and you're in Louisiana.
