I think if the person is moving around and not in custody, they are considered active, which means still dangerous.

Again, I'm sure the term "active" is used to indicate he's not in custody, therefore still a threat. I guess we could argue "shooter" since he didn't fire a shot, but why take chances. Guy has a gun, get out of there.

Yeah, internet tough guy. You should go tweet back to the Arkansas State account and tell them there is no active shooter...just a misunderstood gun owner who hasn't fired a shot.
