One of these is not the same in terms of public safety......but that can be debated.
I'd like to think that the person was "brandishing" the gun and it wasn't just "he's got one on his ankle".

See my previous post. I'll admit we're probably more prone to overreactions considering recent events, but I would almost assume people in Arkansas are used to seeing someone carrying around a gun and this wasn't that kind of situation.

A person moving around with a gun but hasn't fired a shot, is not an active shooter. I believe he would be an active gunman.

Unless they're out in public whipping their pistols out right and left, how do they give the rest of us who are CCL's a bad name? I see people open carry quite often and have never seen any of them do anything out of the ordinary. So what are you seeing them do that's so bad?
