Lee had this policy as the south hoped to avoid further inflaming the North. The war wasn't terribly popular in the north at this time and there was a hope among the southerners that the populace would turn against it and through their votes bring it to an end.
Prior to Gettysburg the war hadn't been a rousing success for the north so a lot of people wanted to see it end.

A lot of people enjoy Roll Tide's "this day in history" posts. When he posts about a Confederate victory, it gets a lot of upvotes. People get mad when Roll Tide posts a history topic they disagree with, which is idiotic.
One thing I notice in these type threads is how uneducated a lot of members here truly are.

The only reason for the Emancipation Proclamation was to keep Europe out of the war. As it didn’t do anything legally at all. It “freed” the slaves in Confederate states as if they were going to listen to something out of Washington. It didn’t free anyone in Union controlled areas because they liked the labor and it didn’t free anyone in slave states still in the Union because he didn’t want to piss them off. One of the most morally empty documents in American history. He only wanted Europe to say we aren’t getting involved in a war over slavery.
