I have seen two this year near my house. Not sure if I’ve never seen one or just wasn’t looking but it is unusual.

What's confusing you? It seems to be a straightforward statement. Red tails primarily eat small mammals.

A few years ago one landed in a pine near the house and when it took off I got a photo. Afterwards I realized that the Kite had grabbed something from the tree. With extreme zoom you can see that it took a baby bird from a nest, probably a Dove.

Raptors of all kinds are making a comeback, which is great to see after the DDT years nearly wiped them out.
They bring their own problems though. I have had Purple Martins for years. Over the past 3 years or so, I have had a Cooper's Hawk make a habit of hunting my Purple Martins. That's fine, because everything has to eat, but I do what I can to discourage the hawk. The best thing I have done is using dove and martin decoys. The hawks cannot resist the dove decoys. I've seen 5 or 6 strikes so far this year. It gives the Martins just enough time to make an escape and run the hawk out of the area. I keep moving the decoys every couple days because the hawk is smart.
Hawks haven't bothered my bluebirds that much really. They've raised 14 or so broods already, and there's still time in the season.

I read conflicting information online about their population status. Seems like they are doing okay in Florida but the Louisiana wildlife and fisheries site said their breeding population is imperiled. Maybe their population is dwindling more in Louisiana.
