That's not what the Royal Family says.
It was therefore declared in the Privy Council that The Queen's descendants, other than those with the style of Royal Highness and the title of Prince/Princess, or female descendants who marry, would carry the name of Mountbatten-Windsor.
For the most part, members of the Royal Family who are entitled to the style and dignity of HRH Prince or Princess do not need a surname, but if at any time any of them do need a surname (such as upon marriage), that surname is Mountbatten-Windsor.

Their child will be English nobility and a natural born citizen. If something happens to Prince William and his children, an heir produced by Harry could become the Monarch of the United Kingdom AND President of the United States.

I thought you have to be born in the USA? So long as you have one USA citizen parent , you are good to go no matter where you're born?

The heir to the throne has the title of "Prince of Wales", and that is the older William.
