Sadly, the spa employee is probably right
if California made it lawful for the mentally ill to enter a woman's bathroom, then what are they to do a as a business?

In this particular instance the woman felt uncomfortable about the situation. She has every right to ask for a refund and voice her concerns about the spa’s policies. If enough people have the same concerns the spa will go out of business. Money talks

Apparently, the spa has no say so as it is law in Cali so you are essentially saying the spa can either break the law or lose business. No in between?

I suppose. I’ve been to several spas where old men were walking around with their dicks out. I didn’t really care to see that. I was able to overcome and survive it thankfully
