So basically what you are saying is dumb ppl (the voters of La) elect dumb politicians => dumb politicians make dumb educational policies => piss poor public schools => more dumb voters => more dumb politicians?

There is actually a rationale for number one although A 60 is too high. It should probably be at 40 for signing your name. If you give a zero then if the student gets 100 on the next test the averages is a 50 which is still a F. An A and a F arguably should be a C

Once whitey left the systems to avoid going to school with black kids, the public school systems were taken over by lower socio-economics kids, teachers and administrators. Now the public systems are all dominated by poor people, and you can try every program in the world and you won't fix the scores. Even the black kids go private if their parents can afford it.

Are you talking about LA? Twenty years in and I've seen maybe two SPED kids actually expelled. You're nitpicking terminology on the second thing. Yes, you can continue to expel them if you want to see your school score plummet, and central offices pressure administrators to not let this happen. Real world.
