How easy are those to manipulate?

Fact of the matter is that there is a large number of people in this country whose main goal is to be educated on how to play the system for financial gain. Once achieved, this knowledge is passed along to the younger generation to perpetuate.

A federal judge killed public education in St. Helena parish in 1988.

Kids aren't real adept at manipulating those. Adults not much either.

There's a big difference between being dumb and being special Ed. Unfortunately, that line has blurred to practical invisibility.

I love the parents that want to get their child tested for SPED just because they have a failing grade

I love parents that manage to game the system so that they manage to get their kid a SPED for "dislike/problems with authority figures"

Those are the ones who are very aware that they have a license to do whatever they want at school.

We have those... along with the kids who believe if they are not on their medication, they can do and say whatever they want.

If by dumb you mean low IQ then yes there is a big difference. Even if you don't mean IQ there is still a big difference. However, The line is not blurred to those who know the difference. And that includes those who decide who gets checks. A mere learning disability or special education placement does not qualify for a check. Now those who are in special Ed because of mental retardation/intellectual disability or a delay such as autism may qualify. But that's not considered a "learning disability". They are two different entities

More specifically, SPED students cannot be suspended for more that 9 days per school year. Once they reach 9, they basically have to commit a felony to be removed from school.

Also not necessarily true. I have seen special Ed students expelled many times for repeated infractions such as repeated fights. They simply have to go through due process. It happens all the time.
And there is no "quota" on minority suspensions at all

Well let's identify the common problems in these 2 and try to fix them.

Simply being classified as being in special Ed does not qualify a child for disability payments. Specific scores on IQ tests or academic achievement tests are used. A simple special Ed label does not do it.

With that said, no doubt the educational system is flawed.

And do you have any idea how many parents know this and tell their kids not to try on a test, not to study, to get answers wrong on purpose and worst of all to not take their medication the day of the test? It happens ALL THE TIME. Parents of sped students also think they shouldn't have to work with their kids at all and that the sped teachers should get everything done with them during the school day. Oh, and they can't fail because they are Sped.

I've been in Sped for 4 years and I have a hard time seeing myself doing this until I retire. I am responsible for these kids passing state tests? I can only do so much.

The students are the problem. You can look at the income and race statistics of any school district and reasonably predict the outcome.

Government will not fix this, nor will any politicians or anyone other than the parents and the students themselves.

what I see more of, much more of, in EBR, is when the school refuses to try and identify a student with a LD when there obviously is one. I have seen more than my share of students who have repeated two or three grades in two or three years and the school administrators refuse to address these kinds of concerns. Teachers clamoring for the school to assess this student for a possible learning disability or such. ANd they won't do it because it takes too long, lack of resources, the person is out on medical leave yada yada yada. Once a parent realizes his or her rights in the school system and threatens action, the school gets on the ball. ANd lo and behold, the kid has a real learning disability or maybe even mental retardation, but has already failed three times in three years. It's disgusting to see this over and over again.

Many and these malingerers are quite easy to identify by those the disability (crazy check) office contracts with to perform these evaluations.

If I had it to do over again, I would leave this hell hole right after college and raise my family somewhere else. There are parts of this country that don't have these problems.
