Exactly. The monk case I referenced had to go before the state board of funeral home/mortuary and EVERY MEMBER of the board owned a funeral home/casket company. They didn’t want the monks undercutting them so they shut them down.
The ATC isn’t any different. You piss off the commissioner and he will set the agents on you.

And if you're really curious, this is a (unsurprisingly) barebones list of which contractor needs which license. It even includes a (minimal) flowchart that basically says that you need a license to do any landscaping job (but you might need an additional license too).
